Locomotive theme for Toy Parade

Mark says: Need framework from which to hang wheels etc.  Use conduit attached to seat racks for this, and add light strings for outline of body.

Forgot to add: rear wheels would be 27" fronts from re-Cycles, and second small wheels would be 20".
